Merge pull request #21 from obelisk-complex/test/wire-up-exception-runtime-test 

test: wire up the orphaned exception runtime test
- `core/libs/CMakeLists.txt`: registered `ExceptionRuntime.cpp` as `exception_runtime_tests`/`exception_runtime`, following the existing `Guest*.cpp` test pattern, linked against `libc`.
