LeandroLP23 c27e67ceb5 test(libSceLibcInternal): run guest_force_tls_destructor on Windows
sceKernelGetModuleInfoFromAddr has a Windows path since 77ef75c1d, so
_sceLibcInternalForceTlsDestructor finds each dso's module there too.
The test takes the other module's address with GetProcAddress where
Linux uses dlsym(RTLD_NEXT), and the TechnicalDebt entry no longer says
the call throws on Windows.

TibixDev efe59e0249 test(libc): resolve the library address in the TLS destructor test
