hugodearaujo 3ba4751f98 fix(libkernel): report the console's scheduling priority range
On a PS5 (firmware 13.60) sched_get_priority_max returns 767 and
sched_get_priority_min 256 for SCHED_FIFO and SCHED_RR; the two were
swapped. Every other policy, SCHED_OTHER included, returns -1 with
EINVAL instead of a range or a host exception.

Scott Schuster 570aac4677 fix(libkernel): accept SCHED_OTHER in sched_get_priority_max/min
SDL queries the SCHED_OTHER range before it sets a thread priority. It gets
the same 256 to 767 range as SCHED_FIFO and SCHED_RR, which
pthread_setschedparam applies regardless of policy. The console's answer is
unverified and recorded in TechnicalDebt.
