QRMOE da26c7e86e fix(libSceLibcInternal): preserve errno after successful utime 
AI-assisted: yes. Restore guest errno only on successful utimes forwarding and retain delegated failure errors. Register the controlled-backend regression test. Windows library build and focused tests pass; Linux rerun pending.
