The NID -q-vbO859Tw, declared as sceVideoOutUnknown_q_vbO859Tw for PPSA02530, hashes to sceVideoOutDeleteVrrActiveStatusEvent. It removes the handle's VRR status registration from the queue like the other Delete*Event calls, the counterpart of sceVideoOutAddVrrActiveStatusEvent.
