raghav314 958b856832 feat(libSceVideoOut): implement sceVideoOutAllowOutputResolutionWqhdDetection 
Lets an open port report 2560x1440 output (resolution 4). The output
status here is 1080p or 2160p, so the call changes nothing it reports.
