Mehmet Cambaz fd2e15ee73 ci: run the recompiler unit tests (#447) ... Build and run the CPU-only resource_tracking, scalar_provenance, resource_materialization, and shader_vertex_metadata tests on Windows, macOS, and Linux. Each test executable is excluded from the default build, so add it to the explicit CMake targets and the matching CTest selection.
