AGENTS.md and CLAUDE.md get a "Never crash" section ahead of the
non-negotiables (craftrules standards/never-crash.md). Root clippy.toml lets
tests keep unwrap/expect/panic/indexing once crates deny them, and
unsafe_code goes from deny to forbid (no unsafe or allow(unsafe_code) in the
workspace).
