Brandon Thomas e3873ae92f CI: pushes to main no longer cancel the FreeBSD / Windows ARM64 run in progress ... Merges land faster than the hour-long FreeBSD job, so every main run was cancelled and main went unverified. Only PR pushes cancel now.
