Release: build the web zip with cargo xtask web (wasm-bindgen), not trunk

LightCraft's web app is built by xtask into <target>/web; the packaging script
ported from PhotoCraft assumed trunk and dist/web. The release job now installs
wasm-bindgen-cli 0.2.129 to match Cargo.lock.
