radialmonster e99ce5a578 CI: default to line-table debuginfo, four jobs and four test threads ... A full-debuginfo workspace test build with one rustc/link.exe per CPU peaked at 14-20 GB commit on a 32-thread Windows machine before any test ran; the test binaries themselves peak at about 3.3 GB each. `cargo xtask ci` now sets CARGO_PROFILE_DEV_DEBUG=line-tables-only, CARGO_BUILD_JOBS=4 and RUST_TEST_THREADS=4 unless they are already set.
