Adds crates/measure/tests/snap_property.rs with two deterministic #[test] cases: a fixed-seed, 1,000-case mutation check of geometry extraction and snapping, and a high-curvature regression that asserts the segment cap is reported. Panics are not caught, so a panic, abort or stack overflow ends the test process and cargo test reports it.

* chore(xtask): drop fuzz-measure command and its ROADMAP entry
The measure property test replaces the xtask command. Removes xtask/src/fuzz_measure.rs, its registration, the xtask dependencies on pdfcraft-content, pdfcraft-cos and pdfcraft-measure (and their Cargo.lock edges), and the robustness-audit ROADMAP paragraph, which describes other PRs.
