Brandon Thomas ad86321738 Release 0.2.0; CI builds with --locked (#113) ... Bump the workspace version to 0.2.0 (cargo xtask version set 0.2.0; Cargo.lock changes only the 26 workspace crates). CI's test and clippy steps now pass --locked, as the release packaging scripts do, so a stale Cargo.lock fails CI instead of the release build.
