Brandon Thomas bce7e54a63 Release workflow: only signing and draft-release jobs use the release environment (#1220) ... version, linux and web read no secrets. With environment: release they were refused on a branch, so a branch dispatch of release.yml built nothing. Now a dry run builds every unsigned platform; the signed jobs are still refused and the draft-release job needs them, so a branch can't create a release. Matches craftrules release/playbook.md §2.
