fix(verification): retain command-less runtime observations

Use the kernel command name for processes without argv or an executable link. Preserve uncertainty for command-less Python interpreters and detect Hopper/Xvfb zombies without signaling. Real unreaped-child regressions keep cleanup with their waiting parent.
