docs: preserve the native guide title anchor (#2224) 

Keep the former native-ui-and-dispatch-investigation fragment after the
page title was changed in #2207. The old and current fragments resolve to
the same heading position in the generated page.

Validation: VitePress production build, generated-document checks, format
and link checks, and real Chrome navigation to both fragments.
Refs #2156.
