ParantezTech 521360f04b [ShaderCompiler] Look up fused programs without the registry lock 
Every shader header lookup and decode asked the fused-program registry under
its lock. The registry now publishes an immutable dictionary that readers
take with a volatile read, and a registration copies it under the lock.
