A ruler guide goes on the current layer (guide.add {layer}), shows, hides, locks and is deleted with its layer, is listed in the Layers panel as a row that selects it, and moves to another layer (guide.setLayer). Guides on a hidden layer neither show nor snap; those on a locked layer can't be picked.
